Assam Launches ‘Shraddhanjali’ Scheme to Repatriate Deceased Migrants with Dignity

In a landmark move aimed at supporting grieving families, the Assam government has officially launched the ‘Shraddhanjali’ scheme, a state-funded initiative to ensure the dignified repatriation of mortal remains of Assamese residents who pass away while working or studying outside the state. The scheme, approved by the Assam Cabinet and set to be implemented from October 1, 2025, is being hailed as a compassionate step toward inclusive governance.

What Is the Shraddhanjali Scheme?

The Shraddhanjali scheme is designed to facilitate the lawful, respectful, and coordinated transportation of deceased individuals who are domiciles of Assam and die in other Indian states. It primarily targets low-income migrant workers and students, especially those who die under tragic circumstances such as accidents or criminal incidents. However, it does not cover deaths occurring during medical treatment outside the state.

How the Scheme Works

  • Nodal Agency: The Special Branch of Assam Police will serve as the nodal agency, with a DIG-level officer overseeing operations.
  • Reporting Mechanism: Families can report a death by dialing the emergency helpline 112, contacting local police, or using a soon-to-be-launched dedicated social media channel.
  • Verification & Coordination: Once reported, the Special Branch will verify the details and coordinate with authorities in the concerned state to arrange transportation.
  • Logistics: The Assam government will bear 100% of the transportation costs, ensuring that families are not burdened during their time of grief.

Why It Matters

Chief Minister Himanta Biswa Sarma described the initiative as a “humanitarian step”, acknowledging the emotional and financial challenges faced by families when a loved one dies far from home. “These sons and daughters of Assam leave their homes for a better future. If fate ends their journey prematurely, it is our duty to bring them home with respect,” he said.

Even before its formal rollout, the government had already facilitated the return of 15 bodies under the scheme’s framework, demonstrating its commitment to the cause.

Broader Impact

The Shraddhanjali scheme is part of Assam’s broader push toward dignified governance and social welfare, aligning with other recent cabinet decisions such as the creation of the Rabha Development Council and the recognition of transgender individuals as SEBC (Socially and Educationally Backward Classes).
