Over a week after the imposition of President’s rule in Manipur, Governor Ajay Kumar Bhalla held a significant review meeting on Friday with top officials to activate vital state government departments. The focus of the meeting was on the overall budgetary allocation and technical aspects of rehabilitating ethnic violence-affected displaced persons residing in various relief camps.
*Rehabilitation and Budget Review*
A senior official stated that Governor Bhalla reviewed the budgetary allocations of various key departments, especially those directly associated with the violence-hit people. The Governor also inquired about the arrangements for imparting skill development training and the feasibility of employment opportunities in private sectors for the displaced persons.
More than 50,000 men, women, and children have been staying in around 250 relief camps across several districts after being displaced from their homes and villages following the ethnic violence that erupted in May 2023.
*Implementation of ‘Hunar Se Rojgar’ Initiative*
Governor Bhalla directed the officials to take steps for the implementation of ‘Hunar Se Rojgar,’ a government of India initiative under the Ministry of Tourism, aimed at providing skill development and employment opportunities for the youth, particularly for the displaced persons in the state.

The review meeting, which was chaired by the Governor, was deemed highly important following the imposition of President’s Rule on February 13. Chief Secretary P.K. Singh, Commissioner (Home) N. Ashok Kumar, Secretary (Health) Sumant Singh, Commissioner Education (School) Gyan Prakash, Joint Secretary Mercina R. Panmei, and other senior officers of various departments attended the meeting held at the conference hall of Manipur Secretariat (South Block).

Former Union Home Secretary Bhalla assumed the charge of Manipur Governor on January 3 and has since been holding important meetings almost daily with senior officials of both state and Central governments to address the ongoing challenges.
The Governor’s review meeting underscores the state’s commitment to rehabilitating displaced individuals and restoring stability to the region. As efforts continue, the focus remains on providing necessary support and resources to those affected by the violence and ensuring their successful reintegration into society.
