World Bank Approves $426 Million to Revive Bengaluru’s 183 Lakes, Boost Urban Water Security

In a landmark move to strengthen urban resilience and water sustainability, the World Bank has approved a $426 million (₹3,700 crore) loan for the Karnataka Water Security and Resilience Programme, aimed at reviving 183 lakes across Bengaluru. The initiative is expected to benefit over four million residents, enhance flood mitigation, and modernize the city’s aging water infrastructure.

Lakes to Act as Natural Flood Buffers

The rejuvenation of Bengaluru’s lakes—many of which have been degraded due to encroachment and pollution—will restore their role as natural sponges during heavy rainfall. This is crucial for a city that has suffered annual flood-related losses averaging $1.2 billion since 2009.

Key Features of the Programme

  • Construction of 9 Sewage Treatment Plants (STPs) to prevent untreated sewage from entering lakes and drains
  • Sewerage connections for over 100,000 households for the first time
  • Reuse of treated wastewater for industrial use and groundwater recharge
  • Replacement of aging water pipelines and rollout of smart water meters
  • $5 million in private capital mobilized to support innovation and efficiency

Strengthening Disaster Preparedness

The programme will also enhance early warning systems and deploy advanced flood modeling through the Karnataka State Natural Disaster Monitoring Centre, enabling authorities to predict and respond to extreme weather events more effectively.

Long-Term Vision and Financing

The loan, sanctioned by the International Bank for Reconstruction and Development (IBRD), has a 20-year maturity period with a five-year grace period. It aligns with India’s broader climate resilience goals and urban sustainability roadmap.

“Better management of water resources and increased resilience to extreme weather events will help Bengaluru respond to the demands of its growing population and economy,” said Auguste Tano Kouame, World Bank Country Director for India.
