In a landmark decision aimed at boosting economic activity and enhancing convenience for residents, the Assam government has approved round-the-clock operations for shops and business establishments in Guwahati, Dibrugarh, and Silchar. The announcement was made by Chief Minister Himanta Biswa Sarma following a cabinet meeting held in Dibrugarh on March 20, 2025.
Key Highlights of the Decision
The new policy allows shops in the municipal corporation areas of these three cities to remain open 24×7. In other towns across Assam, businesses can operate until 2 a.m., while rural areas have been permitted to keep establishments open until 11 p.m. However, liquor shops and bars are exempt from this policy and will continue to follow existing operating hours.
To ensure compliance with labor laws, the government has mandated that no employee can work more than 48 hours a week or exceed nine hours in a single shift. Businesses opting for 24-hour operations must implement a three-shift system to accommodate workers’ rights and convenience.

Additional Cabinet Decisions
The cabinet also approved several other measures, including granting Permanent Residential Certificates (PRCs) to members of the Moran community residing in Arunachal Pradesh, allocating ₹262 crore for road construction in tea garden areas, and abolishing the age limit for National Health Mission employees applying for permanent jobs in the Health Department.
