All Assam Electricity Consumers Association Opposes Time-of-Day Tariff Proposal

The All Assam Electricity Consumers Association (AAECA) has strongly opposed the Assam Power Distribution Company Limited’s (APDCL) proposal to introduce a Time-of-Day (ToD) tariff for domestic electricity consumers. The association has termed the proposal as “anti-people” and demanded its immediate withdrawal.

Concerns Raised by AAECA

In a statement, AAECA advisor Bimal Das criticized the ToD tariff, which would apply to consumers with a connected load exceeding 10 kW and those with smart meters installed. He argued that the tariff structure, which categorizes electricity usage into peak, solar, and night hours, would disproportionately burden domestic consumers. “The peak time starting from 5 PM, when most domestic consumers use electricity, will be the worst hit due to the highest rate,” Das stated.

The association also highlighted inconsistencies in APDCL’s tariff proposal for the financial year 2025-26. While APDCL claimed there would be no hike in the prevalent tariff structure, the introduction of ToD tariffs was seen as an indirect increase in electricity costs.

Revenue Gap and Financial Implications

APDCL has reported a revenue gap of ₹543.33 crore for the fiscal year 2023-24, citing audited financial statements. However, AAECA questioned the justification for the proposed tariff changes, pointing out that APDCL recorded a profit of ₹375.04 crore in the same period.

Public Opposition

AAECA has submitted a memorandum to the Assam Electricity Regulatory Commission (AERC), urging the rejection of the ToD tariff proposal. The association emphasized that electricity is an essential service and should not be treated as a market commodity subject to demand-based pricing.

The proposal has sparked widespread concern among consumers, with many fearing increased financial strain. As the debate continues, stakeholders await AERC’s decision on the matter, which will have significant implications for electricity pricing in Assam.
