The first session of the eighth Delhi Legislative Assembly is set to commence on Monday, with newly elected members taking their oaths at 11 am, as per a bulletin from the House secretariat. The three-day session will feature the election of the Speaker and Deputy Speaker, along with the presentation of 14 pending Comptroller and Auditor General (CAG) reports on the previous AAP government’s performance.
*Election of Speaker and Deputy Speaker*
BJP leaders have nominated senior MLAs Vijender Gupta and Mohan Singh Bisht for the positions of Speaker and Deputy Speaker, respectively. Chief Minister Rekha Gupta will move the motion for Gupta to be chosen as Speaker, with minister Manjinder Singh Sirsa seconding it on February 24, according to the Assembly’s list of business.
With the BJP holding 48 seats in the 70-member Assembly, both Gupta and Bisht are expected to be elected to their respective posts. The AAP, which has 22 MLAs, has yet to name a leader of the opposition, although former Chief Minister Atishi and the party’s Delhi unit convener Gopal Rai are said to be frontrunners for the position.
*Session Agenda*
The second day of the session on February 25 will be devoted to Lieutenant Governor V K Saxena’s address to the House and the tabling of the 14 CAG reports. This will be followed by a discussion on the LG’s address. The discussion on the motion of thanks will continue on the third day, February 27, and the election of the Deputy Speaker will also be held on the same day.
*Pro-Tem Speaker Appointment*
The Assembly secretariat on Friday notified an order of the LG appointing BJP MLA Arvinder Singh Lovely as the pro-tem speaker. The Speaker’s post will fall vacant immediately before the commencement of the first meeting of the newly constituted Assembly, while the post of Deputy Speaker is already vacant. The pro-tem speaker will perform the duties of the Office of the Speaker until a new Speaker is elected.
*Oath-Taking Ceremony*
The new members of the House will take their oaths before the pro-tem speaker. Each member has been provisionally allotted a seat under Rule 5 of the Rules of Procedure and Conduct of Business in the Assembly, as stated in the bulletin. A member who is unable to make and subscribe their oath or affirmation on February 24 may do so on any subsequent sitting of the Assembly after giving advance information to the House secretary.
This session marks the beginning of a new legislative term for the Delhi Assembly, with key leadership elections and the review of critical audit reports on the previous administration’s performance.
