Pakistan’s Finance Minister Muhammad Aurangzeb has made a stark admission regarding the nation’s economic challenges, stating that Pakistan has lost its credibility and is struggling to achieve economic stability. Speaking at a Senate climate change committee meeting, Aurangzeb emphasized the urgent need for economic reforms to restore trust.
Aurangzeb revealed that the Asian Development Bank (ADB) has committed USD 500 million to Pakistan, while the country expects to secure USD 1 billion from the International Monetary Fund (IMF) next week. These funds are crucial for addressing Pakistan’s climate financing challenges and supporting its negotiations with international lenders.
Green Panda Bonds
In an effort to attract further investment, the Pakistan government is in the process of issuing “green panda bonds.” These bonds, issued in Chinese yuan by a foreign entity, are intended to fund green projects or assets. The issuance of green panda bonds is part of Pakistan’s broader strategy to diversify its funding sources and strengthen its economic position.
Tax Policy Shift
Aurangzeb announced a significant shift in tax policy, stating that the Finance Ministry will now oversee tax policy, while the Federal Board of Revenue will focus solely on tax collection. He stressed the need for structural reforms to achieve sustainable and inclusive economic growth.

Aurangzeb’s remarks come as Pakistan continues to rebuild its economy after narrowly avoiding default in 2023, thanks to the timely intervention of the IMF. The country faces ongoing challenges in restoring economic stability and credibility on the global stage.
